President Faye Thomas called the meeting to order at 9:35 AM, Julia Lawson, Chaplain, gave an opening thought. The agenda was amended by the President to add three new items.
1. Annual Donation to justify the 501 3C funds Status
2. Insufficient Funds Policy
3. Request from Friends of the Mosaic Templars
The President thanked everyone for coming. The meeting was carried out with added items to the agenda.
Vice President Emerlene Hattley conducted the Roll Call. Not represented were Satellite Coordinator, Chapter representatives from Seattle, Detroit and Philadelphia. Arthur Davis moved and Sophronia Williams second that the minutes from the minutes of BOG 2010 be accepted. MOTION CARRIED.
The President called at this time for Mr. H.L. McGill from the Mosaic Templars Cultural Center (MTCC) to make his presentation on the Mosaic Cultural Center and The National Dunbar Horace Mann Alumni Association partnering together. The board will decide after discussion on the subject later as a new business item.

The financial secretary distributed the 2010– 2011 Membership Report. The report reflects the membership percentage between Dunbar and Horace Mann from 2009 - 2011. Please take note of the percentage from year to year. A motion was moved and seconded to accept the financial report. MOTION CARRIED.

Treasurer’s Report
Sophronia Williams, the treasurer distributed a detailed Treasurer Biennial Financial Report covering the period July 1, 2009 through June 30 2011.
A motion was made to accept the treasurer report subject to audit. MOTION CARRIED.
Satellite Coordinator Herbert Jean Almore
We currently have 34 satellite members registered for 2011, 16 for 2012, 10 for 2014 and 2 paid for 2015. The next National newsletter will again remind delinquent members and hopefully encourage additional alumni to join. Thirty days after the newsletter, a post card should be sent to those who have not renewed.
Benevolence Levanna Wilson
The Benevolence Committee has made responses to family members and members of the National Dunbar Horace Mann Alumni Association who were deceased and/or became seriously ill during the reporting period beginning April, 2010 through June 24, 2011.
Appropriate condolences were made to the spouses and families of 85 Alumnae who were deceased during the reporting period. Get Well cards were sent to 24 Alumna who were hospitalized.
Men of Dunbar Rev. Duane Burch
Dwayne Burch has been name new chairperson for the Men of Dunbar. He was accompanied to the meeting by Brother Adams from his church. Rev. Burch described the activities in which the young men had been engaged the past school year and shared plans for this upcoming school year. One of the plans was to take them on an outing to Memphis. President Faye advised him of the Volunteer in Public School Service (V.I.P.S.) Program that can certify the mentors and explain the do’s and don’ts requirements for the mentees. One essential one is not to interact with the students away from the school site unless it is on an individual basis with parental approval. Rev. Burch reported a balance of $500 in their treasury. He requested a budget of $3,000. A motion was made and seconded to approve $1500. MOTION CARRIED.
Women of Dunbar Carolyn Taylor
The women of Dunbar began its 11th year in September, 2010, making plans and preparations for the school year of 2010-2011. Counselors recommended twenty potential candidates to participate in the program. Twelve girls were selected and eight were placed on our waiting list. Each mentor pulled names to learn which two of the twelve would be their girls for the next three years.
To determine some of the needs of our girls we requested individual lists of their interest, concerns and what they felt they need help with. Their interest and concerns covered a wide spectrum, including bullying, and most shockingly, direct questions about sex and suicide.
Over the past months we have held rap sessions to get to know our girls and to provide support and guidance. We have had trained professions to address some of their interests and concern. A retired Counselor addressed four kinds of bullying an Adolescent Psychologist form UAMA Study Center who addressed several topics including suicide. The girls speak freely, and some of their circumstances are quite disturbing.
We believe the development of the whole child is essential and expose our girls to aspects of the community that will uplift and educate them. Our field trips included extensive guided tour of the combined Pyramid Art Gallery/Family Medical Center/Black owned restaurant/the Arkansas Repertory Theater for two performances: A Christmas Story and A Raisin in the Sun.

Dunbar History Report David Miller, Historian
David Miller was appointed to chair a committee to maintain the Memorabilia Room at Dunbar Middle School in Little Rock. The committee members are Richmond Dunbar, Faye Russ and Faye Thomas. The Memorabilia Room was spruced up. A poster from the men of Dunbar’s Annual Breakfast with their mentees was added to the room. Some items required remounting.
Faye T. and David met with Mr. H.L. McGill, the Director of Mosaic Templars Culture Center. Among the items discussed was the removal of the Dunbar Exhibit from the gallery last July. One of Mr. McGill’s focus points is to use the Dunbar exhibits as the main feature in the permanent exhibit of all the African American high schools in Arkansas to be set up this fall. The downsized Dunbar Traveling Exhibit was taken to all the town meetings visited throughout Arkansas by the MTCC staff this past year. The Dunbar Traveling Exhibit is also available upon request to community and other organizations in the state. Mr. McGill has planned a reception for Dunbar/Horace Mann Alumni on Saturday, July 16th during our 2011 reunion of the classes. Dunbar and Horace Mann History Exhibits will be on display in the auditorium.
Horace Mann History Project Faye Perry Russ, Co-Director
The Horace Mann History Project committee continued to work toward the goal of obtain a site for the display of the collected artifacts and memorabilia. Since the April 2010 BOG meeting, the committee members have explored and visited numerous properties for sale; properties within the Little Rock Historic African American neighborhoods “Our Village.” The search efforts have included neighborhoods where families lived. Some of the areas near Bush, Carver, Capitol Hill, Gibbs, Stephens, Washington, Booker Jr. High, Dunbar and Horace Mann.
An exhibit of Horace Mann High School history was displayed at the annual Profiles in Black History at the Mosaic Templars Cultural Center in June 2010 along with other Arkansas African American High Schools including…Langston Hot Springs, Peak, Arkadelphia, and Merrill, Pine Bluff.
During 201 Black History Month, at the request of a few Little Rock teachers and staff and the request of some local churches, the DVD Montage “Exploring Our Nearly Forgotten Journey” was made available.
The project continues to receive vintage artifacts, documents, school records and monetary donations. Alumni from various classes continue to add more paragraphs to the story collection that was begun at the inception of the history project in 2006.
Documenting our “Roots” is what the Horace Mann High School History Project is about.
National Membership Report Judy Green
Following the merger agreement between Dunbar and Horace Mann, which was finalized at the July, 2009 Reunion, a major membership recruitment campaign began nationally. The campaign began at the 2009 Dunbar Reunion. A Dunbar membership application was handed to each member. I have been successful in getting several memberships from my classmates (the Lost Class including out of state members.
After the initial effort, letters were sent to Horace Mann class presidents of representatives of each class from 1956 to 1972, including to Mrs. Maud Woods, Horace Mann Advisor, requesting a list of members of their perspective class. An address list included with each request. To date, we have only received rosters for 1956, 1957, 1958 and 1967.
We also solicited assistance last year from everyone in helping to keep our Detroit, Kansas City, and Philadelphia chapters alive by providing us with the names and information on anyone they may know in those areas. We have received information that Philadelphia Chapter has dissolved and members of the Detroit Chapter are sending in Satellite Memberships.

The WEB site is growing, not by leaps and bounds but constantly since its inception. Many compliments have been received and few complaints. The next upcoming reunion as well as current information will be posted on the web site.
Mr. Jenkins stated his health is less than perfect and he is the only administrator of the web site. He is looking for anyone interested in learning the business. He is willing to share all his skills. He can be reached at dOn.jenkins@att.net or 501- 663-5768.
Chapter Reports – Available written reports were distributed prior to the BOG meeting. Verbal reports were made by representatives from the Bay Area, Chicago, Little Rock, Los Angeles, Kansas City, St. Louis and Washington D.C. The report from Seattle was read.
UNFINISHED BUSINESS
Delinquent and Inactive Chapters Faye Thomas
Detroit
The Detroit Chapter has dissolved due to the lack of leadership. A meeting was held to discuss the division of the chapter’s assets among the ones in attendance. A letter was sent to the chapter informing them that it is imperative that the membership body not dissolve the treasury by dividing the proceeds amount a designated number of members. When Faye last spoke with the Treasurer, the chapter planned to contribute the balance in the treasury to a local charity, rather than send it to ARCF. Satellite memberships were received for some of the members.
Philadelphia
To date the status is the same. A letter was sent to the bank trying to get the funds released to the National. Judy Harris had the bank action terminated, informed us the money remaining in the bank would be used to donate to charities and to send members to the reunions. She further stated in her letter that the chapter does not operate under the national constitution and bylaws. We are at an impasse with this chapter. One of their former members stated the chapter is inactive.
It was moved and seconded no further action be taken to obtain the bank proceeds and a final letter dissolving the chapter be sent via certified mail. MOTION CARRIED.
NEW BUSINESS
· Partnering With MTCC (BOG Decision) - After a lengthy discussion it was decided that a committee would be formed to study and meet with Mr. McGill to see the feasibility of a partnership.
· Expanding the Mentoring Program To Horace Mann Middle School – F. Thomas
1. A steering committee of 4 Horace Mann Alumni was formed and meetings were held to plan the expansion. Sophronia Williams was recruited as an advisor.
2. Meetings were held with Principal Boykin to discuss and plan the number of students needed, the development of the parent Permission Slip, meeting space/time limit to hold interviews to select the mentees, expectations of the mentors, staff contract and the need for the school to provide the transportation for field trips.
3. Thirty sex 6th grade students (18 of each gender) were requested for the program to start in their 7th grade 2011/2012 school year in order for us to be on par with Dunbar, which started with 6th graders this past school year.
4. Nine men and nine women were recruited to mentor 2 students each.
5. Linda Hammond was named as the coordinator/lead for the Women of Horace Mann

Faye T. presented a preliminary budget of $1500 each for the Men of Horace Mann and
The Women of Horace Mann. A motion was made and seconded to approve $1300 for
each. MOTION CARRIED.
· Procedure for Handling Insufficient Funds – The Financial Secretary requested inclusion of the following into the Manual of Standard Procedures & Operation: Any checks (chapter or individual) returned by a financial institution due to insufficient funds or any other reason will be returned to the originating source for corrective action. The originating source will return the payment plus bank charges with a money order or cashiers’ check to the NDHAA Financial Secretary within 30 days. Any postdated checks received will be not be accepted and will be returned to the originating source for corrective action. It was moved and seconded to add the procedure to the manual. MOTION CARRIED.
· Annual Donation/s to Sustain 501c3 Status - Much discussion held on pros and cons of making donations relating to the treatment by IRS. Motions were made and withdrawn on several entities to which we could donate. Finally, it was decided a decision on partnering with MTCC needed to be made first to determine the financial impact, before committing to a donation to other sources. A motion was made and seconded to table the item. MOTION CARRIED.
· Request From Friends of MTCC – Faye read the letter commending our organization for our past lead sponsorships of annual fundraising events to support MTCC and requesting we become a lead sponsor with a $5,000 donation for their September 16, 2011 An Evening With Najee. Other less costly sponsorship optional packages were read. After much discussion, a motion was made and seconded not to become a sponsor for the event. MOTION CARRIED.

REUNION 2015 Arthur Davis for Carolyn Gibson
Recommendations and suggestions for Future Reunions 2015 and beyond:
· New Orleans, LA - Suggested time – after Easter. This city has a multitude of activities to be enjoyed…
· Boston MA - Many historical sites with possible side trip to Martha’s Vineyard…
· Fort Lauderdale, FL – Many different venues of entertainment in the area. This would be a great place to begin a short trip Saturday – Monday Cruise to the Bahamas.
· Galveston TX – The closest airport is Houston, however, some Cruise Lines have moved their embarkation point to Galveston area.
· Four or five night cruise. While most all of the cruise lines have a variety of types of accommodations which would fit anybody’s pocketbook, research could be done on those lines that would meet our needs. The recommended time of year for a cruise would be April or May.

Report of the Nominating Committee Richmond Dunbar
Richmond reported he and his co-chair, Janet Folks Harris, received a candidate name for the office of Recording Secretary and Satellite Co-coordinator from the Little Rock chapter. Each of the existent officers were contacted and asked if they were interested in the position for the upcoming 2 years. All were interested with the exception of the Satellite Coordinator. A slate will be submitted with the names of the president and recording secretary, the only two officer’s eligible, having served one term, and the names of the two candidates from the Little Rock chapter. The remaining officers must be nominated from the floor. He requested each to recruit someone to nominate them from the floor at the July 14 Plenary Session.

Lottie Shackleford was introduced as the Elections Chairperson. Elections will be held in the Palisades room. Elections will start at 9:00 am and end at 11:00 am.
